Message without it. Even with a visual inspection, I doubt they'd take of your fender liners. I believe lakerdude lives in Cali, so if you have Cali emissions in AZ, then you may have an issue.

In your pics, it looks as if you're leaking from the bottom of the CC and the vapor vent. Eliminating the CC should solve the problem, though I'm not 100% sure what caused it (never thought it was possible to overfill a tank). Use zipties or spiral clamps to secure the hose once you replace.
